It includes position papers, policy studies, strategic planning documents, and high-level technical analyses of specific science and engineering challenges that have faced or are now confronting NASA researchers. All of these reports were authored by or developed with the leadership of Dr. Robert A. Brown, who heads the Special Studies Office of the Space Telescope Science Institute. They are offered here as an insight into culture and contemporary history of the U.S. space program, and the process by which U.S. space science and public policy are made.
