INSTRUCTIONS FOR COMPLETING THE BUDGET NARRATIVE FORM A narrative must accompany each budget submitted for a Program. The narrative should explain in a few sentences how the science goals in the proposal will be achieved through the data analysis plans. It should also describe the data reduction and analysis plans in a sufficient level of detail to justify the level of effort for which support is being requested. The narrative should highlight any unique or unusual aspects of the reductions and analysis and how these affect the project resources requirements. All budgeted costs must be reasonable given the amount of data to be analyzed. All non-labor costs (e.g., travel, computer equipment, publication charges, etc.) should be described and justified. Any special charges which are unusual or unique should be described in detail. Please list the major science software packages that are expected to be used and how much software and hardware, developed or obtained from previous HST programs, will be reused. If there is foreign participation in the program, the narrative must also include a discussion of the allocation of effort between U.S. and non-U.S. investigators. Finally, please provide a description of any cost-sharing that will be provided for the project. Please use this form and only one additional page if needed. Please provide the following information: The information requested at the top of form GF-99-3 is self-explanatory. Program Information - The number of target(s), and image(s)/spectra information (i.e., non-acquisition) must be completed for each instrument being used for the Program. Please use the RPS2 Visit Analysis Report to obtain this information. Budget Narrative - Please relate your plans for data reduction and analysis to the budgeted costs using this page and only one additional if needed. Include the following: General Information - Concisely describe your data reduction plan and explain the complexity of the Program. Please note if modeling is involved. Personnel - List the people who will work on the Program and provide a summary on the responsibilities of each individual and their % of effort. Travel - Provide a brief justification for all travel requested. If ground-based observing is requested, it may be only a small part of the overall project costs. Equipment - Provide a brief justification for the equipment requested. Publication Costs - Provide justification for all publication requests >25 pages per Program and any extraordinary costs associated with publishing the results of the Program. Supplies and Materials (>$1,000), Computer Services, and Other - Only justify these items if the requests are for significant costs or unusual items such as filters.
