###Policies###
*Are there special policies for the use of SBC and
parallel observations ?
Because of the existing bright object protection issue
existing for the SBC, special constraints are imposed on
parallel observing with the SBC:
1) no pure parallels are allowed using the SBC
2) coordinate parallels are allowed with the SBC only if
an exact spacecraft orientation (ORIENT) is requested
and the RA and Dec. of the parallel field is determined.
Specifying ORIENT limits the scheduling to a 4-8 weeks
period each year.
3) the number of SBC imaging snapshot visits accepted
in Cycle 10 will be limited to about 100 overall to facilitate
bright object screening, and SBC snapshot imaging targets observed
will be only those unambiguously clear of bright-object concern.
