How do POS-TARGs and patterns interact?
 I am using the exposure level special requirement POS-TARG.  If I use a
 pattern for this exposure as well, will this pattern be executed
 relative to the position specified in the target information, or
 relative to the position specified in the target information and modified
 by the POS-TARG values?  My guess is the latter, but the PhaseII
 instructions emphasize that the POS-TARG values are not cumulative, and
 since each Pattern has POS-TARG equivalents, I would like to double-check.

Pattern positions and POS targs add together. That is, they do combine in the
way you would wish. POS TARGs don't accumulate when you specify separate 
exposures, though. I.e. the situation is "the latter" in your email.
