12.6
Support may be requested for the acquisition, calibration, reduction and analysis, and publication of HST data and related costs. Proposals may include costs that are reasonable and allowable to complete the science goals submitted in the Phase I proposal. Costs outside of the original scope of work will not be considered during the budget reviews.
Costs of the following types may be acceptable, based on compliance with the GGP:
For-profit organizations should note that profit, fee, and cost of money are not allowable costs.
12.6.1 Preparatory Funding
If necessary, preparatory funding may be requested to prepare for the receipt of HST data. Proposers may request that up to 25% of the total approved amount for their programs be awarded prior to the start of the Cycle 23 observing schedule. Note that such funding is not available prior to the STScI Directorate and NASA approval of funding. Preparatory funds are part of the overall funding allocated for the program, and are not in addition to the approved program amount.
Note that ARs are not eligible to receive preparatory funding.
12.6.2 Pre-award Expenditures
Pre-award expenditures are allowable only to the extent that they would have been allowable if incurred after the date of the grant award. Pre-award costs are incurred at the grantee’s own risk. STScI is under no obligation to reimburse such cost if for any reason the grantee does not receive an award, or an award is made for a lesser amount than the grantee anticipated.
All funding (including preparatory) is subject to the availability of funds from NASA.
