Update G140L low-order flats

We have released new low order flats reference files (lfl) for use with G140L observations. Observations have shown significant variation of the sensitivity with position. Use of these new lfl files should reduce these descrepancies to 2% or less.

CALSTIS V2.12 & V2.12A Release Notes

Calstis Version 2.12A was installed in the OTFR pipeline on January 07, 2002. It is not yet available for download, but will be in a future STSDAS release. Read more to get specific information on what these new versions offer.
