In the summer of 2006, Chris Blades initiated a process facilitated by the management consultant Ivan Rosenberg to re-examine the organization of the division. A group of ~20 INS staff representing a cross section of the division came up with the following success criteria:
The study group then formed six "Theme Teams" to study changes that could improve the organization and effectiveness of the division in these areas:
- Uniformity of Products
Data Analyst Group
Clarify Resources and Responsibilities
Team-based Management Organization
Results of these study groups were presented to the division at an all-hands meeting on December 11, 2006.

The new division head, Jerry Kriss, initiated the final steps in this process at an all-hands meeting on February 12, 2007, by gathering full input and agreement from all division members and team leads.
Jerry then presented the final results of the re-organizational process at an all-hands meeting on March 27, 2007.
