As such, these "standardizable candles" should have identical luminosities. But using independent distance measurements to these SN, their peak luminosity differs by 0.6 mag --- significantly larger than the typical scatter amongst all SN Ia. Differences in their UV spectra indicate that the SN have different metallicities, which could account for the luminosity difference. On the other hand, the distance to SN 2011by, from a Tully-Fisher measurement, may be wrong. We propose to measure a Cepheid distance to SN 2011by to determine if metallicity or an imprecise measurement is causing this large difference. The implications are far reaching for SN cosmology. If the current distance is correct, changing progenitor metallicity could cause large distance biases with redshift. If the distance is revised to bring SN 2011by in line with SN 2011fe, we will infer that metallicity differences are not a large bias for SN cosmology. In the latter case, these data will also provide an additional SN with which we can measure the Hubble constant. Since the number of SN calibrators (only 8 published) limits the precision of our measurement of the Hubble constant, these observations can have a large impact on this measurement. We will image NGC 3972 on twelve epochs spanning 80 days using WFC3/UVIS and WFC3/IR. On each epoch, we will obtain 3x374s images with WFC3/UVIS and F350LP; these images will be used to search for Cepheid variables and determine their positions and periods. On the first 6 epochs we will obtain 2x553s images with WFC3/IR and F160W; these images will be used to establish the mean Cepheid magnitudes in the H band, which will serve as the primary measurement to determine the distance to the galaxy. On the last 6 epochs, we will obtain 2x540s images with WFC3/UVIS and F555W or F814W; these images will be used to establish the mean V-I color of each variable, required to correct for the effects of interstellar extinction. All exposure times listed above were entered to ensure schedulability in at least 90% of HST's orbits. We strongly prefer to obtain all images at two fixed position angles, one for each half of the observations (epochs 1-6 & 7-12, respectively). A single PA would be better, but it's not possible given HST's constraints on roll angle. The actual values of the PAs are left to the discretion of the program coordinator, given guide star constraints; we've selected values of 284 & 242 only to test schedulability of the visits. However, we note that a PA near 284 gives a very good IR coverage of the areas of interest within the disk, so if possible it would be best to keep the actual value as close as possible to that one. We strongly prefer to position WFC3/UVIS in such a way that the nucleus of this galaxy falls within the chip gap.
