A Complete Census of the Bright z~9-10 Galaxies in the CANDELS Data Set At present, we have only limited information on the spectral properties, stellar masses, and luminosity function of galaxies at z~9-10. While the new Frontier Fields Initiative will significantly improve our knowledge of the prevalence of fainter sources at these epochs, no comparable HST programs exist to study the properties of the brighter z~9-10 galaxies. This is unfortunate given that the brighter z~9-10 candidates are more amenable to follow-up study with facilities such as Spitzer and ALMA and the existence of only 8 reasonably reliable bright candidates (only 3 visible to ALMA). Fortunately, we can rectify this situation by using the existing HST+Spitzer observations over the full CANDELS program to identify all plausible z~9-10 candidates in that data set, but which lack sufficiently deep 1-micron observations to be secure. Here we propose to follow up each of these candidates with WFC3/IR at 1-micron F105W to determine which are likely at z~9-10 and thereby almost certainly doubling the number of bright, reliable z~9-10 candidates known to ~17 galaxies. Our follow-up strategy is very efficient, e.g., >~10x more efficient as tiling the relevant CANDELS fields with 1-micron F105W data and ~40x more efficient as searches in fields with no pre-existing data. The large samples of bright z~9-10 galaxies we will select with our program will be used to solidify current conclusions about the evolution of the bright end of the UV luminosity function, to quantify evolution in the mean spectral properties and stellar masses of galaxies from z~10, and as targets for follow-up studies on dust emission from galaxies with ALMA. Our observational programs targets all bright sources over the CANDELS regions of the UDS, COSMOS, and EGS fields which are plausibly at z~9-10. 1 orbit of F105W observations is planned over each of these candidates to ascertain whether they are likely at z>8.5. These candidates are identified by leveraging essentially all noteworthy HST, Spitzer S-CANDELS, and ground-based observations over the CANDELS areas. We require that our follow-up targets (1) be undetected in the optical HST data (chi^2_opt<2), (2) have red J-H > 0.5 colors as one would expect for galaxies at z>8.5, be undetected in the optical observations (chi^2_opt < 25), and have UV-colors F160W - [3.6] < 1.4. For sources over the UDS or COSMOS fields (with Y-band observations of only modest depth), source must show at least a >~50% probability of being at z>7.5 for it to be included in our target list, while for sources over the EGS field (generally lacking Y-band data), sources are included in our target list even if the integrated probability for them to be at z>7.5 is only ~10%. While each of our WFC3/IR pointings covers one or more candidate z~9-10 galaxies we have identified, we have also tried to include other bright z~7-8 galaxies in the same WFC3/IR field-of-view (where possible). Coordinated parallel observations in the ACS F814W band are included in this program; where possible, we have positioned the FOV of ACS to obtain deeper observations of z~9-10 candidates as a first priority or bright z~7-8 candidates as a second priority. For the majority of targets in this proposal, we have split our single orbit of follow-up observations into five separate exposures with wide 2.5" dithers to effectively guarantee that every source targeted by our program benefits from at least 3-4 artefact-free exposures. While this results in a slight loss of depth for our observations, our chief priority is to obtain artifact-free data on each z>8.5 candidate in our preselection. For three targets in the program, we split orbits into eight separate exposures. Using eight exposures rather than five allows us to cover more area (and more z~7-8 candidates) with deep 1.1-micron observations, while having essentially no impact on the depth of the observations over the z~9-10 candidates we are targetting with the program.
