Using STIS G430L+G750L and WFC3 G102+G141 we will attain an absolute flux calibration of 1% or better. The immediate goal of this proposal is to improve the current calibration of the Gaia DR2 G+G_BP+G_RP photometry, the forthcoming Gaia EDR3 photometry, and to generate a library to calibrate the future Gaia DR3 spectrophotometry.. It will also considerably extend the limited library of high-quality NIR spectrophotometry to tie in the HST and JWST calibrations. This program can only be attempted with HST, as ground-based studies are limited in accuracy and wavelength coverage. The Principal Investigator, Jes\'us Ma\'{\i}z Apell\'aniz, is a former STIS instrument scientist interested in massive stars, extinction, and calibration. He has published 105 refereed papers (31 as first author), most of them in the topics above, and has an h-index of 40 (22 as first author). He has worked on the calibration of Hipparcos, Gaia, and ground-based photometry and has published a family of extinction laws based on HST data. He has previously obtained 12 HST programs as Principal Investigator and another 10 as coinvestigator. He will be responsible for the extraction of STIS spectra of closely separated binaries using his own software MULTISPEC. Michael Weiler is a member of the Gaia Data Processing and Analysis Consortium and has played an important role in the photometric calibration of its mission. He is the author of the algorithm and software that will be used to generate the new Gaia sensitivity curves. He will also lead the comparison between the observed and synthetic magnitudes. Ralph C. Bohlin has been an STScI calibration scientist since 1982, including four years as a STIS instrument scientist. He has worked on absolute flux calibrations for over fifty years, is the maintainer of CALSPEC, and has published 6 first author refereed papers and 11 technical reports on HST calibration in the last decade. He will be in charge of the STIS data reduction and the archiving of the spectral energy distributions in CALSPEC. Susana Deustua is a WFC3 instrument scientist interested in supernova cosmology and in the calibration of large surveys and missions in astronomy. She will be in charge of the WFC3 data reduction. Rodolfo H. Barb\'a is a professor at the Universidad de La Serena and a former postdoctoral researcher at STScI with an interest in massive stars, extinction, and infrared observations in general.
