Abstract Determination of a non-rotating Reference Frame is crucial to progress in many areas, including: Galactic motions, local (Oort's A and B) and global (R0) parameters derived from them, solar system motion discrepancies (Planet X); and in conjunction with the VLBI radio reference frame, the registration of radio and optical images at an accuracy well below the resolution limit of HST images (0.06 arcsec). The goal of the Program is to tie the HIPPARCOS and Extra- galactic Reference Frames together at the 0.0005 arcsec and 0.0005 arcsec/year level. The HST data will allow a deter- mination of the brightness distribution in the stellar and extragalactic objects observed and time dependent changes therein at the 0.001 arcsec/year level. The Program requires targets distributed over the whole sky to define a rigid Reference Frame. GTO observations will provide initial first epoch data and preliminary proper motions. Description of proposed observations. The basic datum required is the relative separation angle of an EGO and a HIPPARCOS star. One would hope to rely on the knowledge of the FGS calibrations to simply measure one object and then the other. However, because of thermal, optical, and mechanical instabilities during "exposures", we will follow the GTO observing strategy of measuring two objects several times with some intermediate background stars as a stability check. Since a single observation set of a single pair is expected to average about 30 minutes, overall slewing time is expected to be a major factor in actual time consumption. Based on OV/SV/GTO observations, this strategy will optimize the use of HST for the objectives of this program. The observations consist of obtaining FGS readings on: 1) the EGO, 2) the HIPPARCOS star, and 3-5) 3 background stars (when available) in the pickle. The following sequence is observed: 1,3-5,2,1,2,5-3,1. When a star is brighter than V=9.5, the neutral density filter is inserted. When possible, another HIPPARCOS star is included as one of the "background" stars. The objects in the fields in the three FGS field of views for 1435+638 and HIPPARCOS star 221 -98 are shown in the last figure. The Extragalactic Object is marked with a triangle, the HIPPARCOS star with a cross, and the "reference stars" are indicted by circles in FGS3. The other two "Pickles" show potential guide stars. The numbers are Guide Star Catalogue magnitudes. FGS3 is the astrometer FGS. Page 3 ------------------------------------------------------------------------------------ 4. Justification of need for HST observations. Simulations have shown that the expected regional systematic effects within the HIPPARCOS catalogue should be ~0.0001 arcsec. The expected individual HIPPARCOS position and motion errors are expected to be 0.002-3 arcsec and 0.002 arcsec/year. In tying the HIPPARCOS Reference Frame to EGOs, the error of the frame will depend on the errors of observations of the individual objects used. Two methods of high accuracy observations have been proposed. First is the VLBI observation of radio stars in HIPPARCOS directly with respect to EGOs. VLBI sensitivity limits the stars to a few RS CVn stars, with an accuracy of 0.002 arcsec. Some of these stars show radio- optical offsets at the 0.002 arcsec level. The second method is the one proposed here. The FGS measurements have an accuracy commensurate with both HIPPARCOS and radio measurements, again 0.002 arcsec. Other proposed methods rely on photographic astrometry of thousands of stars, galaxies, and QSOs, with measuring accuracies in the 0.1 to 0.01 arcsec range. These methods suffer from large systematic effects. No information about the optical structure of the EGOs or the stars can be obtained at the 0.04 to 0.002 arcsec level. Such information is obtained as a matter of course during HST observations. The proposed HST observations are the ONLY OPTICAL MEANS which can approach the expected accuracy of the individual HIPPARCOS star measurements, and these observations are REQUIRED, to achieve a reduction to a non-rotating coordinate frame at the level of the internal systematic accuracy of HIPPARCOS. The FGS observations are expected to take 51.2 sec/setting= (1/40 sec/sample)*(32 samples/integration)*(2^6 integrations/ setting) seconds/setting for the 11 settings/"observation" described in (3) above, due to the need to average over the "thermal hunt" cycle of the FGSs. The overhead per observation is expected to be twice the "time on target". 12 minutes are required for guide star acquisition. Each observation set is performed on a single orbit. Thus we have allotted 30 minutes for a single "average" observation with the FGSs. At an average of 2 single epoch observations/hour of HST time, with 40 hours allotted of GTO time and 40 hours GO time/year for 3 years, one arrives at 320 single- epoch observations to cover the 90 pairs. We expect to obtain observations at 3 epochs at 1 year intervals. Operational experience in the first year should substantially increase the efficiency of the observational procedures, so we should increase the number of observations we can obtain during the program, for the same number of requested hours. The program proposed here is the minimum acceptable program to reach an acceptable accuracy in the Extragalactic Link. The ideal goal is to obtain 10 year positions and proper motions for all pairs, yielding a system solution in the submilliarcsecond range. The 40 hours for the first GO year will provide single epochs for each pair. See the discussion of estimated Spacecraft time under section 8: Additional Comments, below. ------------------------------------------------------------------------------------ 5. Description of special scheduling requirements. Because of power constraints, off-nominal roll will be available only under restricted conditions. Therefore, in order to maintain the maximum scheduling flexibility, the time of year has been selected to make the orientation of the astrometer FGS conform to the position angle of the EGO-HIPPARCOS star pair for the nominal roll on that date. In order to remove the effect of the HIPPARCOS star parallax in the determination of the proper motion, the observations of a given HIPPARCOS star EGO pair must be made at intervals of one year exactly, within a few days. Each observation consists of separate settings of the FGSs. The thermal/mechanical/optical stability of the OTA/FGS holds only over about 10 minutes. We have included check star measurements in the observation plan. However, each entire observation sequence must be performed contiguously to allow accurate determination of the target relative positions. AT THE TIME OF THIS SUBMISSION, THE RESOURCE ESTIMATOR IS OVERESTIMATING THE GUIDE STAR LOCK-UP TIME. ONLY ONE GUIDE STAR LOCK-UP IS REQUIRED FOR EACH OBSERVATION SET, BUT WE ARE BEING CHARGED ONE LOCK-UP FOR EACH REFERENCE STAR AND HIPPARCOS STAR SETTING. THEREFORE, THE TOTAL SPACECRAFT TIME CHARGED IS TOO LARGE BY A FACTOR OF ABOUT 4. THE ACTUAL SPACECRAFT EFFICIENCY AND REQUIRED TIME WILL BE CLOSER TO 30% AND 40 HOURS. (7 MAY 1993--PDH). At the time of this writing, the field distortions in FGS3 have been mapped to the 1 milliarcsecond level using 20 orbits of overlapping plate data on M35. The Astrometry Science Team and the STScI are performing observations to monitor the field distortions and provide for their correction over time. The first observations have been made for this program with the expected stability necessary to achieve the desired accuracies stated above. The HIPPARCOS catalogue reductions are expected to be completed in 1995. In order for these observations of motions to be of direct value to the HIPPARCOS Project, both second epoch observations of targets observed in Cycles 2 and 3 and first epoch observations of those missed in Cycles 2 and 3 MUST BE PERFORMED in CYCLE 4. This proposal is intended to extend observations of the GTO sources over a longer time base to improve the accuracy of the proper motions and obtain more temporal structure data. The proposal also extends the GTO list by a factor of 3. ------------------------------------------------------------------------------------ 9. Description of previous HST work. This program has been granted observing time many times in the past under proposal number 2565. Because of prolonged analysis before the HST Project would let Astrometric Science Observations commence, the first three observations for this program have been taken only in the last month (as of 5/7/93) and due to a bottleneck in the Post Observation Data Processing System, none of the data have been delivered to the PI as yet. But we are ever hopeful. The rms scatter in the individual data points are available, and show 3-6 milliarcseconds jitter in the individual pointings. The averaged individual positions should be good to a milliarcsecond internally. This proposal is a continuation and extension of 2565. The status is that FGS3 is calibrated to 0.002 arcseconds in field distortion over most of its field of view. Observations are under way to calibrate the plate scale to that level of accuracy over 15 arcminutes. FGS observations are being made of these pairs which will allow the system rotation to be determined. We only need to obtain the observations. The main result so far is that we need the system to let us make the observations in a timely fashion. The Astrometry Science Team of the HST is based in Austin. The PI and one of the Co-Is are members of the Astrometry Team and have access to the Astrometry Team reduction software, including the Team pipeline calibration software. For this project we also have access to the Astrometry Team complex of Macintosh and Sun , which will be used for the initial processing of the data. Separately, housed at the Aerospace Engineering Department's Center for Space Research, we have a VAXStation 3200, specifically allocated for the analysis of data for this project. We have a software system designed and programmed by Mr. Frank Shattuck which analyzes VLBI, HST, and HIPPARCOS data to yield the system rotation. (Frank Shattuch, Master's Thesis, UT-Austin, 1992). We have the resources of the Astrometry Team, the Astronomy Department, the Center for Space Research, and McDonald Observatory of the University of Texas at our disposal.
