Abstract We propose using the FOS to examine the sightlines of QSOs which lie fortuitously behind galaxies whose existence is already known, and whose properties are easily discerned. We have selected 7 QSOs background to galaxies with which to study the Lya, MgII and C~IV absorption cross-sections of modern-day galaxies using HST and the FOS. This number will provide a statistically significant set of sightlines through the disks and haloes of many types of galaxies situated in many types of environment. The number studied and the equivalent width limits achieved will facilitate a direct comparison with higher-redshift optical studies. We have selected 7 QSOs behind low-redshift galaxies. Exposure times are based on obtaining 3 sigma equivalent width limits of 0.3A or better at the better at the wavelength of the expected CIV/MgII absorption. Lya will also be detected at larger equivalent width limits, usually ~0.5A. Fluxes for 5 of 7 QSOs are known from IUE spectra, so the exposure times for these data should be correct. Though sub-steps of 4 will be used, the equivalent width limits are based on values after rebinning to 2 pixels/diode. For QSOs without known fluxes, exposure times are based on published V mags and assumption of a power law with alpha=-1. Background count rate of 0.01 counts/sec/diode is used. Count rates are calculated f from efficiency curves available on STEIS, and transmission of 0.9 is as used for 1.0 aperture. ACQ/BINARY has been selected for QSOs with known fluxes and exp. times calculated using software available to the FOS Instrument Scientists. For QSOs without known fluxes, a 3 stage ACQ/PEAKUP has been chosen, using the 4.3, the 1.0 and the 0.5 apertures. Scans of 3x1, 6x2 and 3x3 have been selected for each aperture respectively. SCAN-STEPS have been taken from the examples in thr FOS manual. 4 of the QSOs are side switched, such that the QSO is acquired, observed with one grating/detector then switched to the other grating/detector. ------------------------------------------------------------------------------------ 4. Description of special scheduling requirements. 4 of the QSOs are side-switched, such that the QSO ia acquired, observed with one detector/grating then observed immediately after with the other detector/grating. This means that these small subgroups should be observed in sequence.
