Abstract One of the most serious gaps in our understanding of time variable phe nomena on Mars is the lack of a continuous, multi-year record document ing interannual variability. During HST Cycles 0 and 2 we established that HST is an ideal instrument for assembling this record; excluding only the period when elongation is less than 50 degrees, Hubble can make scientifically useful observations during the entire synodic cycle of Mars. We propose to study Mars during the period from Aug. '93 through Aug. '94, when the elongation is within prescribed limits. In order to address the scientific questions of seasonal variability we shall concentrate observations at the martian seasonal dates on which Mars was imaged during previous cycles. WFPC2 filters which are analogous to the set used with the WFPC1 program will be used to maximize continuity. These include 410M, which will be used to study atmospheric and polar phenomena; 673N, which will be used to study variations in surface albedo features; and 502N, which is often useful in distinguishing between atmospheric and surface processes. Obtaining ultraviolet pairs using 255W and 336W will have a high priority during Cycle 4; Cycle 0 observations using 230W and 336W provided excellent data constraining dust, condensate haze, and ozone in the martian atmosphere. ------------------------------------------------------------------------------------ ------------------------------------------------------------------------------------ 9. Description of proposed observations. The orbit of Mars is such that its elongation exceeds 50 degrees for about one half of its 26 month synodic cycle. The next period starts on August 5, 1994 and ends on August 25, 1995. If Cycle 4 starts in March 1994 and ends in May 1995, there will be nine months of the observable portion of the synodic cycle in Cycle 4 and four months in Cycle 5. (Any change in the schedule of cycles would change this breakdown.) The Cycle 4 observations can be broken down as follows: monitoring sequences which provide coverage of the Syrtis face of Mars at periodic intervals, favoring Mars dates corresponding to Cycle 0 and 2 coverage. These are designed to study seasonal variations and interannual variations on the planet which can be separated because of the date constraints; a global sequence which include three equally spaced central meridians at the '95 opposition, which is at the same Ls as Cycle 0 and Cycle 2 observations; one target is used to search for a possible dust ring around Mars. ------------------------------------------------------------------------------------ 4. Justification of need for HST observations. Images of Mars which have sufficient surface resolution to be useful scientifically can be acquired using ground based telescopes only for a few months around oppositions. HST can provide scientifically useful images of the planet at its minimum angular diameter ofabout 4 secs. (This has been established by our Cycle 0 observations at 4.8 secs)In principal HST could monitor seasonal phenomena on Mars for the entire synodic cycle,but the solar pointing constraint eliminates about 45% of that time from consideration. The 1995 opposition is not especially good, and the angular size of Mars will be large enough for only about two months of scientifically useful ground based observations. HST will be able to observe the planet profitably for thirteen months. HST provides the only opportunity to observe Mars at violet and UV wavelengths. These observations, which are most sensitive to dust and condensates, also determine the concentration of ozone in the martian atmosphere. ------------------------------------------------------------------------------------ 5. Description of special scheduling requirements. These observations are all time critical because they are to occur at specific dates on Mars in order to maximize the size of the planet or repeat coverage from a prior year. In addition, the observations should be targeted as closely as possible to specific central meridians on Mars in order to observed particular surface features or particular sites of atmospheric activity. Since the period of Mars is close to 24 hours, only one orbit per day will generally be suitable. The first target is especially time sensitive since it is constrained by the single ring plane crossing of earth during the observation period. John Clarke and David Crisp have submitted a proposal which emphasizes the use of the new linear ramp filter set to constrain the surface mineralogy as well as to investigate dust abundance and clouds. They also use far UV filters to study the extended O and H atmosphere. Temporally, these observations will be scheduled during the month preceding opposition. Their program largely complements ours, and there are only small overlaps. ------------------------------------------------------------------------------------ 9. Description of previous HST work. The programs mentioned above have established the value of HST monitoring the martian surface and atmosphere throughout the entire synodic cycle of the planet. The deconvolved images have provided sufficient resolution to successfully document atmospheric and surface changes on Mars. Examination of images has shown the appearance of albedo features in the Hellas region which have not been previously seen in earth based images. Compared to the dusty Viking years, the albedo patterns in the Syrtis region are very stable, showing little seasonal variation during the time they were monitored. A number of interesting cloud features in the polar regions have been seen in the images;images obtained during cycle 0 show detailed structure in the polar hood which suggests weather systems such as those observed by Mariner 9. Several discrete clouds were observed in martian midlatitudes; some can be identified with the famous "W" clouds of Slipher, but the pattern of clouds in the Tharsis - Valles Marineris region is not the same as observed in prior years. Opacities of these clouds and of the polar hood in the north were consistent with previous observations. We used radiative transfer codes to deduce the optical thickness of clouds, the amount of background dust opacity, and the concentration of ozone using the ultraviolet and violet images. The program has established the value of ultra violet imaging of Mars for studying O3 and dust concentrations in the atmosphere as well as for studying the behavior of surface reflectances at short wavelengths. The Viking observations in the 1970's revealed a very dusty martian atmosphere, and this image of Mars has persisted. However, the analysis of HST violet and ultraviolet images shows that the atmosphere of Mars was remarkably clear of dust. The FOS data analysis is also progressing well and has revealed that the signal to noise for the spectra are what we had expected. The FOS spectra have been ratioed to a solar spectrum to derive the UV spectrum of Mars for the various spectral scans across the planet. Hartley Band ozone absorption is strikingly displayed in the polar regions. The spectra have been analyzed using a radiative transfer model of the martian atmosphere which includes the small UV surface reflectance, Rayleigh scattering, condensate clouds, dust, and ozone absorption. The results on the polar cloud opacities and ozone concentrations are consistent with WFPC results referred to above and provide an upper limit for low latitude ozone concentrations.
