Abstract We propose to extend our program to characterize the evolution of galaxies in the HDF and its flanking fields. The key to this goal is combining detailed structural information from the HST HDF images with kinematical data from Keck multislit, spectroscopic observations with LRIS. HDF, with its flanking fields, is ideally matched to the 5'*7' field of LRIS. Spectra of 115 HDF and flanking field galaxies to I ~25 mag were obtained in Cycle 6 and combined with detailed structural measurements from the HDF images to (i) derive evolution for a sample of disk galaxies at z~0.5 using the Tully-Fisher relation, (ii) characterize, from size and velocity width data, the global properties to z~ 1 of a sample of ~60 ``compact'' galaxies, (iii) determine star formation rates in that ``compact'' sample, and (iv) derive structure and redshifts for a sample of U and B-band ``dropout'' objects, of which 11 have been confirmed to be at high redshift (z=2.2- 3.5). As we have demonstrated in the (four) papers detailing these results, the HST length scale, surface brightness and morphological data provide an unprecedented opportunity to characterize the nature of distant galaxies, when combined with Keck redshifts, velocity width and rotation curve data, particularly with relations such as the Fundamental Plane and Tully-Fisher.
