Abstract Damped Lyman-alpha absorption systems contain the bulk of the neutral gas in the Universe in the redshift range z = 0.5 - 5 yet the nature of the galaxies responsible for the absorption is not well understood. Only recently have we found more than a handful of damped absorbers at redshifts z < 1.5. Using the FIRST Bright Quasar Survey (FBQS), with over a 1000 quasars, we have undertaken a survey to build a complete picture of he nature of the galaxies responsible for damped Lyman-alpha absorption systems at z~1 and to double the sample size at this redshift. The FBQS provides the first large, well defined, unbiased sample to use in these studies. STIS spectroscopy of candidate damped absorption systems at z < 1.7 is required to accurately measure their HI column densities and confirm which are damped. A complementary ground-based imaging and spectroscopic program is underway at Keck Observatory to identify and characterize the galaxies associated with the absorption systems. ------------------------------------------------------------------------------------ 9051( 3) - 07/03/01 15:43 - [ 2] Observations Description ------------------------ The FIRST Bright Quasar Survey (FBQS, White et al. 2000), our program to obtain spectra of candidate quasar identifications of FIRST radio sources, now now contains over 1000 confirmed quasars. As the selection process is radio-based, quasars with dusty absorbers will not be as biased against as they are in a sample selected through UV excess. The FIRST quasars are selected to have radio core flux densities above the FIRST survey limit (~ 1mJy), magnitudes on the POSS-I red plates E<17.8 (for the bright survey) or E<19 (for small areas which make up a fainter survey). They must be stellar on at least one of the plates and have blue - red plate colors O-E<2. Less than 5 percent of known quasars have colors redder than this cut-off. The FIRST quasars therefore comprise a well-defined sample of objects. We have selected all 0.5= 1 Angstrom for STIS UV spectroscopy. (We will obtain ground-based spectra for absorbers with z>1.65 using LRIS-B on Keck.) The sample is listed in Table 1, along with details of the observing strategy for each quasar and the number of orbits required. We have aimed for a minimum signal to noise ratio of 10 per resolution element, making the pessimistic assumption of an optical-UV spectral index of Alpha=-1, where S_Nu \propto nu^Alpha. This is comparable to the lowest signal-to-noise spectra in the sample of Rao & Tunshek (2000). The colour selection criterion of the FIRST quasars (O-E<2) corresponds to an optical spectral index >-1, compared to the mean spectral index in the FIRST survey of -0.46. Thus we expect nearly all of our quasar spectra to have signal -to-noise ratios better than 10. Allowing for overheads, we will obtain ~ 2000s of on-source time per orbit. From the STIS spectra we will measure accurate HI column densities which will allow us to confirm which of the absorbers are actually damped. Our NIRC observing program at Keck Observatory, which should be completed in January, will provide imaging data for the complete set of absorbing galaxies. We have applied to Keck for time to get redshifts for the galaxies detected in the NIRC imaging using slit masks with LRIS. We will measure the redshifts of all the galaxies within 10 arcseconds of the QSO. As well as finding the galaxies likely to be responsible for the absorption, we will also detect any clustering at that redshift or at the QSO emission redshift. Two nights at Keck have been allocated for imaging and we will expect to devote three nights to spectroscopy.
