Abstract Gravitational lenses offer unique opportunities to study cosmology, galactic structure, galaxy evolution, quasar hosts and extinction. They are also the only sample of galaxies selected on the basis of their mass rather than their luminosity or surface brightness. While gravitational lenses can be discovered with ground- based optical and radio observatories, converting them from curiosities into scientific tools requires HST. With typical image separations of ~ 1", HST is the only instrument that can in each case precisely locate the lens galaxy, measure its luminosity, color and structure and search for lensed images of the source host galaxy. We will obtain WFPC2 V and I images of \nnew lenses lacking any HST observations and \nfilt lenses where observations in one of these two standard filters is missing. We will reobserve \nbad lenses for which existing HST data are not quantitatively useful. We also propose to observe \ndisc lenses which will be discovered during the course of Cycle 10. As in previous cycles, we request that the data be made public immediately. ------------------------------------------------------------------------------------ 9133( 3) - 05/16/01 14:17 - [ 2] Observations Description ------------------------ The goal of the proposal is to obtain complete, precise, uniform, multi-color HST photometry of the lens sample. We need complete data because many of our conclusions are limited by statistical uncertainties which can only be reduced by adding more objects. We need precise data because we are interested in quantitative applications of the lenses. We need accurate surface photometry of lens galaxies (e.g. major axis PAs measured to better than < 10^degrees, see Fig. 2, effective surface brightnesses to < 0.2 mag/arcsec^2, see Fig. 3), rather than marginal detections of lens galaxies. Heterogeneous data enormously complicates the analysis of the data and introduces systematic errors into the results. We need accurate colors to study galaxy evolution and extinction, and to make accurate (|Delta z| < 0.1) photometric redshift estimates. Based on these scientific requirements, our request can be divided into four groups of observations. beginitemize em New Lenses. We request V-band (F555W) and I-band (F814W) observations of \nnew new lenses. This requires a total of \nneworb orbits. The exposure times are based on the observed total fluxes, our current understanding of the structure of the systems and our quantitative goals. em Completing Observations. We request (mostly V-band) observations of \nfilt lenses where the data are lacking in one of the two, standard optical filters (V and I). The missing V-band observations are particularly important for studying galaxy evolution and extinction. This requires a total of \nfiltorb orbits. em Improving Observations. We request new observations of \nbad lenses where the existing data are not quantitatively useful. This requires a total of \nbadorb orbits. Some of these targets are well-known lenses where early HST observations used integration times which were too short to determine the structure or flux of the lens galaxy with the precision needed for today's science. The others are systems which are more complicated than expected, usually because the z_s=1--4 source host galaxy represents a significant fraction of the total flux. This also makes these systems scientifically interesting. em Prospective Lenses. We request \ndiscorb additional orbits for \ndisc lenses which will be discovered during the course of Cycle 10. These pre -allocated orbits would accelerate the conversion of new lenses into scientific tools by almost two years. The observational teams participating in this proposal have been discovering an average of ~eq 10 lenses per HST Cycle (in Cycles 7-10), so our request represents only one-half that needed for basic HST observations of the expected systems. The discovery rate is empirically well understood for both optical and radio surveys, so there is little risk of lacking targets. enditemize For most targets we use single-orbit integrations in each of F555W and F814W, with the lens centered on the PC to obtain the full instrumental resolution for these compact systems. To optimize cosmic-ray and hot pixel removal, each orbit is divided into dithered, CR-split exposures. For fainter systems we increase the exposure times to obtain enough counts to accurately measure the properties of the lens galaxy. Systems fainter than V \gtorder 22 mag require two orbits per filter to produce useful results. Tiny Tim PSFs are completely adequate for performing the image modeling and we have had no problems with the diffraction spikes masking other features of interest. These ``standard'' observations for new lenses are conservative. They work well for most new lenses but are inadequate for the minority of lenses which turn out to have more complicated lensed structures than expected from ground-based observations. Thus, while we try to minimize duplications of existing HST observations, the steady shift from needing qualitative to quantitative data makes new observations of some old lenses as scientifically valuable as observations of new lenses. Many early WFPC2 observations were designed only to detect the lens using short (<1000 sec) undithered exposures. In other cases, deeper observations are needed to disentangle the lens galaxy from the lensed host galaxy. By combining the new and archival observations we will be obtaining new images with 2-4 times the signal-to-noise ratio of the old image (a >0.8 mag gain in surface brightness sensitivity) and significantly improved cosmetics (flatness, CR and hot pixel removal). Such improvements have an enormous impact on the accuracy with which we can measure the properties of the individual lens components because of the complexity of the images. We request \nbadorb orbits for \nbad lenses.
