Abstract Gravitational lenses offer unique opportunities to study cosmology, dark matter, galactic structure, galaxy evolution and quasar host galaxies. They are also the only sample of galaxies selected based on their mass rather than their luminosity or surface brightness. While gravitational lenses can be discovered with ground-based optical and radio observations, converting them into astrophysical tools requires HST. HST has demonstrated that it is the only telescope that can in each case precisely locate the lens galaxy, measure its luminosity, color and structure, and search for lensed images of the source host galaxy given the typical image separations of ~1''. We will obtain ACS/WFC V and I images and NICMOS H images of 21 new lenses never observed by HST and NICMOS H images of 16 lenses never observed by HST in the IR. As in previous cycles, we request that the data be made public immediately. ------------------------------------------------------------------------------------ 9744( 11) - 06/01/04 11:06 - [ 3] Observations Description ------------------------ The goal of our observations is to obtain complete, precise, uniform, multi- color V, I, H HST photometry of the multiply imaged quasars and AGN. We need complete data because many of our conclusions are limited by statistical uncertainties which can only be reduced by adding more objects. We need precise data because we are interested in quantitative applications of the lenses. We need accurate surface photometry of lens galaxies (e.g. major axis PAs measured to better than $< 10^\circ$, see Fig. 3, effective surface brightnesses to $< 0.2$~mag/arcsec$^2$, see Fig. 4 \& 5), rather than marginal detections of lens galaxies. We need accurate colors to study galaxy evolution and extinction, and to make accurate ($|\Delta z| < 0.1$) photometric redshift estimates. Heterogeneous data enormously complicate the analysis of the data and introduce systematic errors. These requirements drive our request to obtain high precision images of the known gravitational lenses. Our proposal can be divided into three groups of observations. \begin{itemize} \item New Lenses. We request $\nneworb$ orbits to make V-band (ACS/WFC/F555W), I-band (ACS/WFC/F814W) and H- band (NIC2/F160W) observations of $\nnew$ lenses that have never been observed by HST. We use one orbit per filter if the lens galaxy is brighter than $V \simeq 22$, and increase the optical exposures to two orbits per filter if it is fainter. These exposure times meet our quantitative needs for the ``typical'' lens. \item Completing Observations. We request $\nfiltorb$ orbits to make NICMOS H-band observations of $\nfilt$ lenses where they are lacking. The H band observations are important for precise surface photometry of the lens, host galaxy detection, galaxy evolution, photometric redshifts and extinction estimates. Some of these exposure times are longer than 1 orbit because the existing WFPC2 images show that the lens is more complex than the typical lens and will need a deeper image to be fully understood. \item Improving Observations. We request $\nbadorb$ orbits to make new observations of $\nbad$ lenses where the existing data are not quantitatively useful (see Duplications). \end{itemize} There are variations from these ``rules of thumb'' for the exposure times based on our best present understanding of the systems, but with 44 separate targets it is impossible to explain them individually in the available space. % BASIC METHOD The optical observations will be done with ACS/WFC and the F555W and F814W filters. These filters provide a broad baseline for estimating photometric redshifts and for interpolating standard rest-frame fluxes (B-band in particular) and match the filters used in our earlier surveys of the lenses. We use the WFC rather than the HRC because for most of our scientific objectives we need the higher sensitivity of the WFC more than the better PSF sampling of the HRC. The wider field of the WFC will also provide a better picture of the lens environment. To optimize cosmic-ray and hot pixel removal, each image will be composed of at least 2 dither positions with two CR-split exposures in each position. For the IR observations we will use the F160W (H) filter and the NIC2 camera in MULTIACCUM mode. This combination provides the best sensitivity and image quality. We will use 4 dither positions per orbit to improve flat fielding and eliminate bad pixels. It will be reduced with our publicly available {\tt nicred} package that we developed for our earlier data. This observing sequence produced excellent results in our previous NICMOS program. We then fit models to the data, including both lens and (lensed) source components, along with corrections for the NICMOS and ACS field distortions. In a general lens survey we cannot obtain simultaneous observations of PSF stars -- the overheads are simply too high (about 1/4~orbit 9744( 11) - 06/01/04 11:06 - [ 4] to obtain a very high $S/N$, unsaturated image of a PSF star after accounting for SAMs and dithers). Our experience in our previous lens survey programs has shown that this is the correct strategy. While there are specific applications or specific lenses where a simultaneous PSF star would be more helpful than the longer integration times obtained without one, this can usually only be deduced retrospectively. For most applications the additional integration time is more important than the 1-2\% residuals from using an imperfectly matched PSF.
