Bias frames are readouts of the CCDs without an exposure (so the dark current is negligible). They are used to measure the DC offset built into the signal chain which ensures that the ADC input is above zero. They fix the constant that is subtracted from the raw data prior to dark subtraction and flat fielding in Routine Science Data Processing (RSDP).
