Temporary Waiver of U.S. Residency Requirement for HST General Observer, HST Archival Research and NASA Hubble Fellowship Grants (Expires Mar. 31, 2021)

NASA issued a temporary waiver of the U.S. residency requirement contained in the STScI General Grant Provisions and the NASA Hubble Fellowship Policies. Please read the provisions of the waiver and the STScI Grants Administration conditions carefully and contact STScI Grants Administration for clarification.

COVID-19 – Temporary Eligibility Waiver (Expires Dec. 31, 2020)

Due to the COVID-19 pandemic, graduate students, postdocs, or investigators (hereafter referred to as personnel) who are located outside of the U.S., may be having difficulty entering the U.S. due to visa delays or travel restrictions. As a result, the National Aeronautics and Space Administration (NASA) and the Space Telescope Science Institute (STScI) have agreed to temporarily waive the requirement for personnel to be in the United States to be eligible to receive funding support from HST or JWST grants.  This waiver applies to qualifying personnel only and is in effect through December 31, 2020.  If personnel continue to have difficulties due to visa delays or travel restrictions through December 31, 2020, NASA and STScI will reassess the situation and provide further guidance.  Please read the specific provisions in the waiver carefully and contact STScI Grants Administration with any questions.

Space Telescope Grants Administration

The grants administration team is responsible for the administration and management of grant programs awarded by the Space Telescope Science Institute (STScI) to the astronomical community in accordance with NASA, STScI, the Association of Universities for Research in Astronomy, Inc. (AURA), and federal requirements, policies, procedures, and standard practices.

All budget and post-award grant processes occur within the Space Telescope Grants Management System, known as STGMS. This system allows users direct access to grant information, including budget submissions and approvals; grant awards and amendments; financial and performance reports; transfer requests, and much more. 

The STScI General Grant Provisions (GGP) provide the general rules and regulations applicable to all grants awarded by the Space Telescope Science Institute. Need access to prior GGPs? June 2016 and August 2006 are available to download.
