Profile Details

As head of the Information Technology Services Division (ITSD), Mr. David M. Williams leads the institute’s IT strategy, infrastructure, and cybersecurity operations. He oversees the management of enterprise systems across data centers, networks, cloud platforms, and end-user services. Across all of these responsibilities, Mr. Williams works to align technology investments and service delivery with the priorities of the institute and its missions.
Before joining the institute, Mr. Williams completed 11 years of federal civilian service with the United States’ Department of the Treasury and Department of Defense. In these roles, he led enterprise modernization initiatives in complex, mission-driven environments. His work included transforming legacy governance platforms, implementing enterprise service capabilities, establishing portfolio management frameworks, and guiding cross-functional engineering and product teams to deliver measurable outcomes.
Earlier in his career, Mr. Williams served in startup organizations as an early engineer, software engineer, and IT manager, contributing to product development, infrastructure design, and the establishment of scalable technical foundations. He also spent a brief period in consulting, supporting federal agencies with strategy, organizational alignment, and technology delivery.
Mr. Williams is a Lean Six Sigma Yellow Belt, a Certified ScrumMaster, and a Certified Negotiation Associate. He is currently a candidate for the Portfolio Management Professional (PfMP) certification.
Outside of work, Mr. Williams is an avid Washington Commanders fan and supports the Baltimore Ravens when they are not playing Washington. He volunteers with the Harford County Humane Society and enjoys mentoring and supporting youth, staying active, exercising, and spending time with his family.
