Head, Portfolio Management Office

As the head of portfolio management office, Mr. Peter Black works with and mentors a talented team of project, program, and technical managers and analysts. Collectively, they provide a top-level view of strategic and operational priorities, and identify and mitigate major risks and challenges for work conducted across the institute.

Before joining STScI in 2025, Mr. Black served as a senior portfolio manager and strategic advisor at Cambio Consulting Group in Washington, D.C., directing a large team of experts as they delivered strategic solutions and accelerated dozens of workflows, increasing productivity. From 2022 to 2023, he was an account manager at Amazon Web Services (AWS) in Arlington, Virginia, where he advised senior executives at large companies about their cloud journeys and partnered with other technology companies to accelerate how quickly customers achieved strategic goals and positive return on investment from cloud adoption. 

Before that, Mr. Black spent two years as a strategic advisor to the Office of the Comptroller of the Currency in Washington, D.C., where he advised the COO and agency director as they navigated fast-paced policy changes. He established the organization’s technology and resource optimization strategies, centralized reporting, and implemented feasible and measurable strategies to accelerate technology adoption while partnering with national and international regulatory entities to achieve administration priorities. 

From 2016 to 2020, he served as a senior manager at Management Strategies in Reston, Virginia. There, he managed a large team of multidisciplinary consultants, and re-engineered their processes and strategy initiatives for the Defense, Treasury, Education, and commercial customers. He began his career in 2009 at Booz Allen Hamilton in McLean, Virigina, as a strategy associate. There, he supervised a large team of employees who served federal and commercial accounts, and measured the impacts of innovative strategies. He also built leadership and development programs to help junior consultants become experts in organizational design and business strategy.

In his spare time, Mr. Black is an enthusiastic Baltimore Ravens and Washington Spirit fan. He also spends time volunteering to help recent graduates adjust to their new careers, and with young children looking to become more involved with team sports.
